I don't believe it increases stone and aero. I remember testing this way back in 2.0 and there was no increase.

It does, it works on pretty much every attack a DoM has. And it's just a flat % increase to the damage of those abilities. It's not really a resist debuff. For a while, early on, Requiem was bugged and only worked on unaspected abilities, like ACN spells. That was fixed a while back though.
