Yeah... Pretty much - 20% DPS isn't worth a Paeon or a Ballad most of the time.
I find most of these people don't utilize their Invigorates properly (or, they don't have Invigorate at all...)

If I'm around 350 DPS, which a bard at 106 should be, these songs cut 60+ DPS off of my rotation.
That can mean an enrage timer or not - Not managing your MP or TP correctly is as much a problem of others not playing their class correctly, not always on bards. There is a time and place for songs and "everywhere, every time" isn't the answer.
