Cannot Roll on Loot

I have recently resubscribed to the game, and unlocked the Syrcus Tower portion of Crystal Tower two days ago. Last night I ran it for the first time, and the last boss (Xande) dropped the bard hat. However, I was not able to roll on it because I had supposedly already looted an item that week. This was, however, the first time I had run a raid since rejoining, much less run Syrcus Tower. Therefore, I was forced to pass. I ran the raid again, assuming it was a one-time thing, but when we reached the last boss he dropped the bard pants, and I was again unable to roll. No one else in the party seemed to have this issue.

EDIT
It happened again tonight, but not with armor. Was not able to roll on the oil that Xande drops, or a tombstone. Going to attempt wing one.
