To disrupt something, it has to be something that is already happening, waiting means you aren't doing anything, so there is nothing to disrupt.That's a very loose interpretation of the rules. People at the hunt could have been waiting for their party to show up when you pulled it early, so the same rule could be applied to you for pulling it and the resetter would be the one submitting a GM report about you for the same violation of ToS.
