You can dye items that can be dyed. I know that sounds redundant, but that's how it is.

Can you dye some unique items? Yes, but you can't dye them all.

Edit: The easiest way to tell if something can be dyed is if it has a little circle in the top-right corner. That circle is used to tell you what dye color it is, so if it's there, it can be dyed.
