It's the expected means that SE often looks at when equalizing the benefits of equipment... even if it is part of something that is purely for the sake of making things easier. To them, the unusual benefits will always outweigh everything, and as such, they believe it should always be considered acceptable. Not a big deal, in reality, but that's essentially how it goes. Kinda like why they decided to cap it at 25 instead of 30 or 40. I mean, I guess it's to help keep the pace moreso for the new player, but 20% isn't that big of a deal... hell, rested exp is still a rather lengthy period of time to level, despite it being a much larger bonus.
