Recruit a friend availability?

So I have a friend I want to send a RaF invitation to but he doesn't have a computer that can run FF XIV, he does, however, have a PS4. Is the RaF invitation only good for PC or can it be redeemed for PS4 too?

I don't know much on the whole account stuff, but I do think a few friends of mine have played the game from their PS some days and PC on others, so I believe if he made an account through PC he could pick it back up with his PS4, or such. Do a bit of research and you should be able to find the answer without too much issue, gotta be a guide for it somewhere.
