We don't really know whether the non-EU players really are a minority though, or if they are, by how much.. If there's 1000 people who have characters on Phoenix for example that are non-EU, compared to say 3000 people who are from the EU, the non-EU might be a minority, but forcing 1000 people to a different datacenter is definitely not good publicity. Only Square has those numbers though, so only they can make the final decision.

The EU tag is basically meant to indicate that those servers have most players online during EU prime time, not that those servers are in the EU. They have said that multiple times. I agree that it's confusing though, especially for new players who will think those servers are located in the EU, as, like you said, there's no indication they wouldn't be.

Note that I'm not against EU servers physically being in the EU, but I don't think all of a sudden moving the current datacenter is a good idea, especially after the game's been out for almost a year and communities have been built already.
