The game is doing better and they are making more money than they expected, but it's clear to see they aren't doing a lot of reinvesting that money into the game, it seems they are still working with the budget they set up from their lower projections. This can be seen easily by looking at content being put in late, broken, and not even close to finished. It is purely a business decision, people are still paying, so it is more profitable for them to keep that money instead of adding more team members. The same goes for European servers, I am sure they are keeping track of subscription gains and losses, and at this point it seems European players are still paying even without European servers, so financially it wouldn't make sense for SE to put them up unless they know that doing so will attract enough new players to pay for the initial cost but also the monthly upkeep. You can't really consider existing players into this because you are already paying without them. If European subs drop, I'm sure they will look at it again, but then they will have to consider if it was the server location or something else driving players away, so if there is a huge loss of European subs, but not NA or Japanese, then maybe they will add servers over there then, but then they might just look at it as throwing away money at a decreasing market.
