If you're really insisting on the point system, put new players at the median point total. Say you have people with 20 points and people with 10 points and the median number is 15 (just for simplicity), stick the person at 15.
Went for DKP but really not needed, at the end. If members have "need" rights on loot, only the one who really the loot improves his gear, can and will need, everyone other must pass.
If not improves gear or no one can need, everyone can greed (the 'need' members must greed), and 'pass' is courtesy to the other members.
Who fails this simply rules is, again simply, put out of raiding for 15 days.
The current group I am in rolls need only on main jobs. After that, we just have a mutual respect for one another. If we see someone that plays a class a lot more than everyone else and nobody has it as a main or already has the loot, we generally pass. With me and the other tanks it is the same, just making sure we get geared up together. If someone is late or misses a raid, they would certainly get an ear full but if they have their reasons, fair enough because real life comes first. But should someone miss raids or is continually late, then I imaginde my raid leaders would take action, be it replacing or loot lockout for a week.
