They are open for creation of new characters for all platforms. But I do not know if character transfers to the new servers have been enabled yet (probably not).

well im all set up and back on my original server no problems. i was pretty much an ardent ps3 supporter (wife got me ps4 for a gift other dayy) and i gotta say, its like a whole new game. ppl, if u can, upgrade youll be so much happier.

I don't doubt the 'improvements' but I'm not dropping $500 just to get a pretty game, I'm not that petty. And yes, there were PS4-only Beta servers because of Beta, but that only lasted for the Beta. Yoshida has said repeatedly that he won't be segregating servers (even though the creation of data centers effectively did just that). The Chinese version is a special case due to Chinese internet laws.
