Shiva closely resembles an Elezen (just look at her hears). Since the Ascians have taken control of Ishgard I wouldn't be surprised if they had taught to the Archibiship how to summon their race's Primal. Guess we will have to wait for a trailer or something

I believe Shiva has at least tempered the heretics, but they could equally worship them as the beast tribes worship the primals, the things that make me think this is, Ishgardians worship Halone and he is the deity of Ishgard, therefore anyone who worshipped any other deity in Ishgard's eyes would be a heretic. and first and probably more that leads us to Shiva is that it's said in the 2.3 story that the heretics have been seen mostly around Snowcloak, and that's where the climate shift has affected mostly, now if after the calamity, the heretics (or those that would become heretics) decided to summon Shiva to protect them, and that caused the climate shift in Coerthas.

I don't recall any mention of heretics in 1.0, but then there wasn't much of a story that revolved around Ishgard, they could have well looked into seeking Shiva's aid after the calamity, then getting tempered.

Unless I'm mistaken, wasn't Garuda more like Ramuh before 1.0, it wasn't untill she killed a snake primal and drank it's blood to survive her wounds from the battle that she became corrupted?

I can call anyone a heretic for believing differently then I do so lets just stick with story so far.there is a whole part of the main story in 2.0 that revolves you running around, talking to different heretics, and discovering them. They are all about dragons, in fact some where dragons, others were controlled by dragons.

Since it's a side quest I have no idea how to recover the text I can't post it, however if you go searching in mor dhona, in the strange area that has been covered by ice randomly and doesn't make since, almost as if shivah was summoned here, and do side quest/leves. one of the quest will mention the gigas worshiping a she.

The bigger question would be if Iceheart is actually an embodiment of Shiva (ie: Iceheart is actually Shiva), or if she is simply a powerful Elezen leading the heretics. If the answer is the former, we will be dealing with a phenomenon we have not witnessed yet concerning primals, and she will likely be evil. If the answer is the latter, then it will pretty much be business as usual.

Heretics are those who became too friendly with dragons

I believe Shiva probably posessed an elezen. Since her tribe is small compared to the other's she had to resort to another method.

Other than being summoned, I don't think she's in cohoots with the ascian.

Ishgard is radically devout to Halone. Halone's aspect is ice. Iceheart/Shiva are related to ice. Halone = Iceheart = Shiva? DUH DUH DUHHHHHHHHHH

I'd believe this if Halone was a feminine Twelve, but every Ishgardian you meet speaks of Halone as a masculine Twelve (and like he's Jesus). Iceheart, as I said in my prior post, is very likely.

Append: Hmm, I stand corrected. Paints a new picture of Coerthas that, mayhaps Halone used the events of the Calamity to punish Ishgard for being a nation of dicks.

    Halone, the Fury:

Halone, mover of glaciers and goddess of war, commands the element of ice and is tied to the First Astral Moon (first month). She is depicted as a relentless warrior holding a bronze greatshield, and her symbol is three spears. Halone is also the patron of the Holy See of Ishgard, and is bitter rivals with Nophica.
