Server transfer and Creation questions

Hello~!
Alright, so I've been talking to a friend and I've decided that I would like to check out a different server than the current one I'm on, Zalera.
They are on Famfrit, so I was gonna check out the transfer service and that was all fine and dandy, but its cost 18 dollars a transfer. I really don't wanna toss down near 40 bones if I want to come back to Zalera.
Like any other person, I checked out the character creation, and it wont even let me create a character and put them n the Famfrit server. I really don't want to sound like an idiot, I did also just upgrade from PS3 to PS4 about a week ago.

Often worlds have character creation restriction if it is a largely populated server. There are windows during the day when SE opens character creation for a few hours on these worlds. I would just check periodically and you will eventually be able to create on that server. I recently did this myself for Balmung and it was usually early am hours when I could access it.
