Just to be sure... exactly what IP are you testing against? Some people have gotten bad information from somewhere and are actually flooding a web server and not one actually used by their client. Just want to make sure you are hitting something at least in the right ballpark.

As for the PS4 users, PSN has been having issues for quite sometime now. It could be causing issues for those players because XIV relies heavily on that background connection on the PS4's.

And the bandwidth of your connection has nothing to do with your stability. Makes no difference if you have pipe wide enough to send a full Gbit/sec if your latency is way out in left field or you are discarding too many packets. In a large number of cases, this is a byproduct of overly congested segments. More people using the same wire you are on can cause these symptoms (not necessarily just XIV traffic either--it could be everyone in NYC is doing stuff and you are getting packed in with their traffic along your route to CA).

Just take a look at some of the reporting over at the downdetector site for some popular ISP's and web services (they track both PSN and XBL there, and a host of other stuff). You should quickly spot that there are certain regions consistently having issues:

Without something like a tracert that provides a roadmap of your connection, it is hard to say one way or the other... but it's been well documented as a problem for years with a host of other games and online services. Markets are grossly oversold and under-maintained in the US, and it just keeps getting worse the more we depend on it for all manner of entertainment, education, first response, and business these days.

    [Edit:]
apparently, the tracking site has temporarily gone down itself... was up this morning. Can't even pull up the snapshot images they dump to another server periodically. Hopefully it will be back up soon.... some of their stuff is in VA, which has been having issues lately, as well as Austin, TX, Southern California, and various points in the north east and north/central US. Can't recall anything more specific than that, but this morning most maps had LOTS of big red splotches on them indicating massive outages being reported along some important corridors.

    Edit #2:
Well, looks like it's coming partially back up. PSN status page is showing some info, but many of the maps are still AWOL. Can add North Carolina to the list... big outages getting reported there. Looks like specifically TWC has <once again> dropped the ball up there.
