It's not tied to a specific other person. You just need to be recruiter to get it, then anyone that parties with you can ride with you, according to the text.
I'll be honest: This doesn't look like an assumption. This 100% looks like it's completely legitimate - It's included as an option on the mogstation and these are the listed rewards for it.

The only information (read: fact) we have right now is that recruit a friend allows you to obtain the mount. Nowhere does it say that it is the only way to obtain it.

I hope Marriage/Recruit-a-friend isn't the only way. I'd prefer there be a way to get one in-game without those two methods via actual achievement. Otherwise, you'll see what you saw in RIFT - people will get married, 'cause chocobo.

The only difference is your assumption is through rose tinted shades, as SE have previously been very keen on exclusive items that come from paying more money. Sadly this mount being exclusive to this scheme would not contradict their track record at all and I would not be surprised to learn that it is an exclusive reward. I don't care either way as I've tried getting my friends to play this game and don't believe the promise of galloping into combat on a Chocobo with me would be the selling point.
I agree. People are under the belief there may be a similar chocobo from the marriage system but unless that includes some fee I struggle to see them just handing out a free mount for an activity anyone can perform in-game with a willing participant.
