1) Sign up for 14 day trial (NA/EU/Steam), download the client and the client will guide you with region select and registration

*Steam account can only be upgraded/top up etc via steam.

2) Wait/Play 1 day minimum (System won't allow instant account register/upgrade)

3)Once upgrade you'll also need to purchase additional time card to get the reward bonus, the 30 day free time card attach with FFXIV ARR purchase does not get you the reward.
