If I recruit (I'm on Famfrit), can the qualifying recruitee use the code for a different world if they don't want to be on Famfrit? If they can use the code for a different world, are they limited to just the worlds on Primal?

They can use it on any world in any data centre, however some worlds may be full at the time. If they wish to join a specific world and it is full they should try again every few hours.

If I successfully manage to find a recruitee, but they only stay long enough for the circlet, can I recruit someone else for the later rewards, like the mount? I understand that I won't get multiples of an item. If I can recruit more people and earn those later rewards, will recruitee #2 be able to get their circlet, even though I will have already earned mine?

Yes, you can recruit as many people as you like and the first person who pays for enough time to get you your second reward may or may not be the same person who pays for your first reward. Everyone who uses a recruitment code gets the circlet regardless of how many others the code giver has already recruited.

Last question, I swear. If I recruit someone, can they later recruit someone and earn their own mount? I would feel pretty crappy if I shafted someone out of a mount for my own personal gain.

Everyone can freely recruit others so long as they have recruitment codes to give out. I'm not sure if those not yet paying for their account (as in on a fortnight or month free triel) can get codes but everyone else can, no matter if they were recruited themselves or not.
