I joined a big party today and killed Albin and it worked fine. Guess that's what it was. I got the correct amount of seal and bill was marked complete. Thanks for all of the replies.

For the B's, you can also do this: if you find it, just kill it. Pull out your chocobo and start wailing. Ashen is a B, so your party can be just you and your chocobo in free stance. You don't need a big party for a B, just do put in your punches. You'll find people complaining about chocobos in the fight. Tell them to piss off or just ignore (which is my choice). The chocobo doesn't take points away from them, it helps you and your small party, if you're in one.
