The main problem with the OP is what is the starting class quest for RDM? You speak of the secondary classes needed, but what would be the first starting class?

I think they might think about adding RDM in expansions anyway, but with NIN so close I think it's a while off before we get new classes for new jobs. Either we need more starting cities or we need to pop the guilds in somewhere already created.
