Question about housing permit

So first off, sorry if this has been asked before, but I did several searches and could find no info.

My free company on a different server will be hopefully purchasing a land plot soon. My question is about the permit. I know for a small plot it's like 450k, but I've seen on the market boards people selling building permits for less.

Are these the same thing, and are they safe to buy. I've seen only one mention on the internet about it, and no one has said it's bad in any way.

I just don't want it to be anything to do with rmt or anything so wanted to get the opinion of some of the helpful community here.

As far as I know there are just 27 types of permits and they are not untradable.
3 for each housing size (cottage, house, mansion), depending on plot size
3 for each type of house (wood, composite, stone), this just changes the look and can be changed later
and 3 for each area (Mist, Oasis, Glade)

It might be someone who bought a wrong permit and tries to get some of the money back now.

We just relinquished our small plot to buy a medium. In doing so, the game allows you to salvage the old permit to sell on the market board (you save, we get some money back from the original purchase). They are totally legit. You just gotta make sure you buy the right one
