In order to use Aetherytes, you and your soul must be heavily attuned to aether. In 1.0, this was called Anima, and was a visible, trackable number. The more you used the Aetherytes, the more you were metaphysically exhausted and needed time to recoup. You can match this info to the lore post around here somewhere about teleports.

Anywho, pureblooded Garleans don't have Anima. Eorzea is a land absolutely rich in aether, and the Aetheryte network is unique to Eorzea because of that. The Garleans simply aren't from Eorzea and simply don't have the metaphysicality to do this. It is for this same reason that pureblooded Garleans cannot use magic and rely on magitek instead. You can also follow the advent of an individual with a similar ailment in the Thaumaturge questline.

As for the bulk of the Garlean army, however, they probably can, as it is made up of conquered nations. The individuals we primarily see are oppressed and absorbed Ala Mighans, so THEY would be able to use the aetherytes, assuming they were attuned to the aetheryte network. And considering that thing was rebuilt from the ground up after the Calamity, I don't think these individuals would have had the opportunity to attune.
