Only the zones. Spawn location within the zone is generally random.

The elites can pretty much spawn wherever they want to. They have set spawn coords yes, but some can vary between twenty different coordinates so it's pointless keeping track. Some have far less spawn points, like hellsclaw never spawning in costa de sol and always in the wineport area.

An SSD did help me quite a bit, I can actually play the content now. Before it would take me too long to load into zones. I can also see mobs now and they rarely disappear. If they do disappear I can move around a bit and it will show up. With my old WD HDD, B-ranks would even disappear at off peak times...and not reappear at all. So while it is still a server side issue, an SSD will help you if you have that problem. The higher the read speed of the SSD, the better.
