Maybe. Typically, Intel HD Graphics Cards are just the basic graphics cards found in nearly every computer on the market. It's usually accompanied by a superior graphics card in the form of an ATI or NVIDIA card (not limited to, but are examples).

Point being, I'd be careful about buying a computer that lists JUST the Intel HD card. I had a friend who bought a computer with good specs, but only the Intel card and it couldn't really run much of anything.

I can run it on my Intel HD 4000 laptop, but it's a little slow. I don't use it for anything but crafting really.
You'll be able to run it alright on low settings, but you might run into frustrations with crowded areas.

I have a Samsung 700t with the HD4000 graphics that i tested it on. Ran it at low settings and got maybe 20fps max. I ended up using steam to stream it from my gaming machine instead.
