Very poor FPS rate in game with more than capable components and drivers

I have recently built a desktop to play FFXIV:ARR on. I am having issue with FPS in and out of the game. I have adjusted all my graphics and resolution in game and get about 10-15 FPS. I have updated my vid card driver and still have no increase in performance. I have all recent patches on the game and in Windows 7, still no increase in game performance. My components are significantly better than other PCs i see operate the game at above 50 FPS. Please help me out. Vid Card: AMD Radeon HD 6570 drivers for Windows 7 64-bit

that is not that strong of a card...how much vram is on it? what resolution you running at? i wouldnt go over 720p with that card...your also gonna have to turn stuff of, like shadows, and ambient occlusion.
    Also what processor you running?

Your video card is likely your bottleneck. On the older ATI/AMD cards, they follow a consistent numbering scheme that indicates the feature/quality levels of each generation of cards. The 2nd and 3rd numbers indicate the feature levels and quality of components. For instance, an x5xx card may have 1/3 th nuber of pipelines/shader cores as an x8xx card in the same family. Likewise, an xx50 card may have a considerably slower type of memory than an xx90 card (like a difference of 128bit DDR3 vs 256bit DDR5). This creates a wide variety of cards to suit a wide variety of implementations to strike a balance between price/performance based on the intended use of a system.

Unfortunately, you got a card targeting the low power, low heat, budget system that isn't really intended for robust 3D gaming. You can see the difference in their average passmark scores across a few models:
HD 6570 754 (about on par with Intel HD 5200)
    HD 6770 1675
    HD 6870 2581

Nvidia follows similar rules with their cards as well. Once you see how the pattern works, you can shop a little smarter if you are dealing with a tight budget. For instance, you could compromise a bit and go with a 5870 instead:
    HD 5870 2610
Yes, it is an older generation....but it still packs quite a punch for a $100 card (maybe less if you find one off flea-bay).
