Absolutely no offense meant by this but I don't see your idea working well at all.
Blind: Seems kind of useless. Other classes do it much better via Flash or Ruin II. If paired with a PLD or SCH it'll probably never be used. As it is, Blind isn't much of a debuff. As hit chance is all just a chance, healers have to be prepared to heal as if the attack will land. Precasting should still be done so if the hit lands the tank is patched up and if it doesn't land then the cure is still cast so there's no real gain from Blind.
Refresh: The days of the Refresh-bot come to mind. Very overpowered. BRD has to take a DPS hit to replenish MP. Needs either a high recast or a penalty of some sort.
Sacrifices: I respect the bringing back of old abilities but if you are a hybrid role, queue as a healer, get into party and have to take a hit to your own HP every time you heal someone else, wipes will happen. As long as a job can queue as a role, you have to assume that job can take on full responsibility of that role. These heals wouldn't be enough to sustain boss fights and likely not speed runs.
Elementa: As you have it, people will only use Earth and Ice depending on their party. If you have it so all of them stack (like it appears you do) then that's extremely overpowered.
Aspir: Diminishing returns in a set form like that are not only tough to program (are they on the individual monster, per encounter etc) but are not a good choice. In this game if you spam stun it will show diminishing returns but if you wait a moment you can stun again. If you have a long fight, such as an extreme primal, eventually Aspir will be junk.
Chainspell: 10 seconds of all skills being instant and off GCD is too overpowered.
Super Nova: What's this have to do with RDM?
Drain: Dark Knight's will rage.
Scourge/Banish System: It's far to similar to BLM's system. BLM you (extremely simplified) cast a couple Fires and then a couple Blizzards to get MP back. Your RDM casts a couple Banishes/Scourges and then casts a couple Scourges/Banishes. It doesn't replenish MP but would essentially have the same feel as BLM.
And finally: Where's the rapier? >_> haha
Historically BLM has focused on Fire, Thunder and Blizzard spells. Aero made its debut as White Magic.
