Last time I saw this type of comment, I mentioned City of Heroes Streakbreaker mechanic as a way to go about doing it. Sure, at 60% you'd have a chance to fail every 2 out of 5 tries, but after a certain amount (pretty sure in this case it was 5, but I'm used to the Streakbreaker's usual out of 20), it'd succeed automatically.
