They said in one of the Live Letters close to or during the Beta that starter gear was simply so everybody starting the game didn't look the same. No mention at all about it differentiating different races. They correctly assumed that people would choose whichever race appealed to them most. This same reasoning is why racial bonuses were all but wiped out. They didn't want people picking a race based on unique characteristics, stats or traits, nor did they want people to have penalties under particular conditions solely on the race of their character.
In 1.0 anyone starting as one job started with the exact same equipment as people on the same job, which they were keen to avoid the second time round - especially as in 1.0 you more often than not used this gear to level 5-10. Until that point, since in 1.0 there wasn't a dyeing system at the time, everybody were clones of each other except where some had tails, long ears, female curves, etc. 'Racial gear', as you put it, exists simply to fulfill this purpose until your first quest where you start getting lowby gear. It's only been given a connotation with RSE because of the phrase 'RSE' in XI and how in XI it had much more of a purpose other than cosmetic identity.
I would bet without XI's RSE comparison to work on the majority of people wouldn't even call this equipment Race Specific because it would be so trivial it wouldn't be given a tag. It'd just be "That armour that only Miqo'te can wear".
