As to resetting once some one does claim it...SE DOES have a stance on that. It's punishable. If it can be proven, you reset a mob with malicious intent, you'll get a GM on your case. Keep doing it, and you'll likely receive a suspension/ban from the game.

That is, if someone can find the 1 player out of the other 100+ in the clusterf*** that the hunt is.
But hey, this weekend I saw my first S rank. I saw it for maybe 2 seconds the whole fight and was even able to hit it once before it vanished again. I had fun.

Actually, if you have the mob targeted, it's quite easy to see who did it. I mean obviously if you can't target it, it becomes quite a bit more annoying. But they're right, you could still report it because SE likely has logs of who pulled anyways.
