Well, let's just think about the most recently added open world content. Hunts. How well has that been going? Not well.
The idea of substantial open world content in 2.0 is dead because the world is too small to support the number of people on each server.
I really like the world redesign but when it takes 30 seconds to choco between Quarrymill and Hawthorne Aetherytes, you know someone messed up.
