    While I agree what you describe is the intended design and mechanic.
    I disagree that the actual mechanics reward following the intended mechanic.

    The actual mechanics reward linkshelling up and having a group of 40 plus land on even the B ranks. This tactic greatly increases the cooperative players allied seal income, assuming they can get in the zerg information chain.

    On my server getting in the information chain is not difficult, other servers will have a different play experience.

    The easiest way to bring down the number of players hunting/pre-pulling or whatever else is simply putting a cap on Allied seals. Because you can buy sands/oils through them, they make it THE best way to upgrade. Capping the seals will still allow players needing myth/soldiery to participate, without tearing massive amounts of players from the rest of the game content. Because let me tell you, it's fun waiting 20min on PF or DF as a healer to get into anything.
