It would be interesting if they added another sort of taunt or threat building skill, that maybe has some major debuffs when used. So that its used for emergencies mainly. ie you gain x10 threat on target and leashes to you, but you take x% increased damage for x seconds or become paralyzed ect ect. Something like that would be useful for adds and keeping them in place.

A threat generator on another class, that can be channeled to a tank would be nice too, such as Hunters in WoW. Just some ideas.

In summary I think provoke works fine as intended, but as you point out is quite limited in its design, and functionality as a whole in terms of class abilities. And it would be nice to see some more options.
