Therefore, in order to more efficiently create new gear for players to enjoy, we have decided to merge waist gear graphics with matching gear graphics.

    Example:
    Cobalt plate belt graphics will be added to cobalt cuirass graphics.

    Existing waist gear graphics will not be removed from game. However, equipping and removing waist gear will no longer change your character’s appearance.
    No PS3 limitation was mentioned. But design limitation was mentioned.

    I'm still not sure how I understand how it limits their artists. I can understand how it could complicate display methods, but limits their artists? How?

    You answered your own question. They would have to design most all bodies and belts to not horribly clash with each other, which limits them.
