It's more an engine limitation. I don't think free-flowing capes can be done using the current engine FFXIV runs on. Phlegethon/Odin's capes are individually animated, not free-flowing. Just based on that alone I'd say capes aren't really possible. If they ever decide to update their engine someday in the future (maybe for the game's 10-year anniversary), maybe. I don't see it happening right now.
* The sad thing is that FFXIV turned RDM into a turret, and people think that's what it's supposed to be. It's supposed to combine sword and magic into something more, not spend the bulk of gameplay spamming spells and jump into melee for only 3 GCDs before scurrying back to the back line like good little casters.

We have concluded that displaying waist gear separately not only limits the ability of our artists to create new designs, but also complicates the methods used to display equipped gear. Therefore, in order to more efficiently create new gear for players to enjoy, we have decided to merge waist gear graphics with matching gear graphics.
Example:
Cobalt plate belt graphics will be added to cobalt cuirass graphics.
Existing waist gear graphics will not be removed from game. However, equipping and removing waist gear will no longer change your character’s appearance.
I'm still not sure how I understand how it limits their artists. I can understand how it could complicate display methods, but limits their artists? How?

You answered your own question. They would have to design most all bodies and belts to not horribly clash with each other, which limits them.
