I think we will be getting two skills by 55 since the base classes themselves have skills as well. Accounting for that and ignoring that we'll be getting to 60 on expansion I'd say -
Pugilist: Aura Pulse (AoE)
Monk: 100 Fists (increases auto attack speed)
Marauder: Godsbane (single target: gives buff that increases accuracy by 10% for 15 seconds)
War: Defender (stance: -10% damage taken)
Conjurer: Choke, Rasp, or Drown (30-45 second DoT low potency per tick)
White Mage: Blissful Mind (gradually reduces HP and stores MP. Effect fades and stored MP is obtained upon reuse)
Archer: Leaden Arrow (chance to inflict Heavy)
Bard: Minute of Rigor (10% accuracy of all party members within range)
Lancer: Dread Spike (absorbs HP the next time damage is taken)
Dragoon: Speed Surge (decreases GCD for short period of time)
Arcanist: Excruciate (increased critical rate for magical attacks)
Summoner: Ramuh Egi (DoT caster/buffer egi)
Scholar: Helios (male fairy, new model. debuff specialization)
Gladiator: Goring Blade (combo from Riot Blade. Debuff that decreases defense by 5%)
Can't think of anything for Paladin
Thaumaturge: Parsimony (reduces MP cost of next attack spell by half and restores MP when spell is cast)
Black Mage: Burst (burst)

Monk: Master of Fist "job trait"
Fist of earth: attack may occasionnally gives stoneskin.
Fist of Fire: Attack may occasionnally gives an enfire effect.
Fist of Wind: Attack may occasionnally gives an evasion bonus.
Fist of Water: Attack may occasionnally heal yourself for a small amount.
Fist of Thunder: Attack may occasionnally grows you a beard.
That, and i wan't also my "Whistle" back(and that awesome weapon skill from 1.0 that make everyone behind their computer blind, but it has petals of roses so it was ok with me).

Woah! One new skill per level after 50? That's pushing it ^^
Judging how we got new skills, I believe it will be only one more, at lvl 55 and then another one at 60.
Then at lvl 60 you will unlock another slot for your cross-class abilities if you are using soulstones.
I hope I'm mistaken ^^

Some of the "skills" I listed in my post are traits... at least for the MagesWoah! One new skill per level after 50? That's pushing it ^^
Judging how we got new skills, I believe it will be only one more, at lvl 55 and then another one at 60.

Skydragon Dive. 350 potency in a circle arround the target, damage overtime to all targets in the area. 25 potency each 3 seconds for 30 seconds.
Lancet. 300 potency, combo with Doom Spike. Damages all targets in an "arch" in front of you.
Cherry Blossom. 250 potency, combo with Ring of Thornes. Damages all targets in the area and has a small chance to add Chaos to all targets.
Double Jump. Perk. Jump has a chance to deal twice its normal damage. Chance is increased if Power Surge is used.
