That was over two years ago and before FFXIV ARR's release. It's already come to Yoshi-P's attention, his answer is no:

I give Yoshi enough credit that he is not like the FFXI crew that will never change his mind on something. Especially on something he stated before they could see what ARR would be like once live.
Personally, I don't need an ingame voice chat. I use all the other third party tools just fine. I do see the value in them, though, considering there are players like the OP.
More importantly, I don't like doom and gloom posts like the guy I quoted. Especially when there is evidence from a ton of other mmos that his predictions are simply not the case.

As Allyra has said Yoshi is not like the XI team and his answer was more of a these are the reasons we are not doing it as of right now. And it has been over 2 years since he responded on the topic. With one of his fears of a Required Voice chat being an issue still being within the game, as I've said in response to the "Gloom and Doom" post, even when first party software is not available. Many of the other such issue he mentioned in that post are easily fixed with a /blist option on a voice chat as well. While I don't have an issue using voice as I play on PC now there are many in my FC that do and would like to use it if not to talk but hear. It's already come to Yoshi-P's attention, his answer is no:
