You probably want the serpent private's bottoms or velveteen bottoms then. Neither of those have the garter belt.

And yes, you need to complete a quest to gain the glamour option. The item itself however can be worn by any class Lv.28 and above, although it is meant for crafting only and is not recommended if you're doing dungeons.

Prior to level 50 a lot of players keep cosmetic gear sets that can be worn during simple running around town type of content that doesn't rely on having good stats. They just can't apply that same appearance onto their dungeon-suitable gear until level 50.

That's the Patician's bottom for level 50 crafter. can't remember a low level piece of it, when I was that level I couldn't equip good looking things xD
