Catching HQ fish

I have been fishing HQ merlthor goby to catch gigantsharks and was catching a decent amount but the last couple days I have not been able to catch the HQ merlthor goby, my last outing before logging out was out of 43 goby only 3 of them been HQ, I got 249 perception but seen other places on net people having less then 200 perception and having no problem catching HQ ones. I fish during clear/fair weather both day and night am I doing something wrong is this another pure RNG thing again?

Pure RNG I guess. Yesterday I did not catch any mahi-mahi or silver sovereign while my neighboor who had lower stats than me had litterally dozens of them, that was unbelievable. It should be the same for HQ'ing the fish.
I also noticed that, sometimes its really painful to just got one goby HQ...

I was fishing in Lima Lominsa Lower Decks and was catching HQ quite frequently after I got to level 10, then the Nym River and caught no HQ fish, especially one the Princess Trout in a Job quest.

I know gathering counts to how fast you accomplish hooking a fish but this perception is something that is a little more tricky.

Same thing happened to me caught 2 days ago 20+ in a row with ~240 perception all NQ then yesterday 10/12 HQ same stats. Random number generator is random.

Iwas back at the Nym River and to my surprise I was still not catching HQ fish, even the one I needed for my quest. I noticed that I never saved my gear set from my last Job Change and it kept going back to my default gear I had set some time ago.
At this point i equiped atleast 5 equipment pieces, saved them and i was able to get many HQ fish after i did that, so now when i change i won't have to switch gear, My Rod was even set back to default.

Perception affects chance to catch HQ fish, but I've read that no matter how much Perception you stack, the highest possible HQ chance you can wind up with is 15% (or maybe 20%? Not certain). This means that no matter how you try, at best you'll have roughly one in six odds of getting an HQ fish with each cap - and since it IS random, it's not unheard of to go for long streaks with no HQ catches at all.

Stack Perception as best you can, and just keep fishing. That's the total extent of the control you have over catching HQ fish.
