So, thinking over the hunt system, it appears the biggest issues are the massive competition, and how it invalidates all other content (Minus turn 9 for level 115 weapons and ST for UATs.) I propose the following changes:

1: increase the rewards from bills. They already mentioned they will increase the rewards of daily bills, but let's see elite increased as well.

2: Decrease the rewards from killing random hunts. Make S ranks drop what B ranks do now.

The idea is that the bills form a "soft cap" that a player can be expected to hit. However, the truly dedicated can push past with random kills, albeit slowly. Hence, players may wish to just get their bills out of the way and do other content. I also have a few lesser ideas to smooth things out more.

1: Change how elite bills work. Players should be able to get 3, one of each rank, and they should be randomized so we don't get the whole server chasing Naul again.

2: Make elite bills work like treasure hunts and reward all participants. So, every party member gets bonus seals if anyone has a bill.
