The notion from the community that you can't 'tank' content in minimum item level gear because you can't mass pull or the tank has to actually learn to use their cooldowns and the healer has to actually stay active is frankly pretty sad.

Players need to start re-assessing their own skill before they start assessing the item level system. There are absolutely mathematical problems (mis-weighting of accessories, under-weighting of chest/leg/weapon slot items), exploits (changing to under-req spiritbond gear after entering the instance,) and design issues (the latest tier of 4-man drops i80 *sometimes* but myth rains in buckets and gives us i90 instantly invalidating that content except as a time-inefficient soldiery farm?), but by and large "players in i60-i70 greens doing dungeons at their listed level" isn't a problem beyond people being unwilling to learn to actually play and not cruise control through every instance with a flowchart.
