He accepts it regardless, and quality makes no difference. Relics don't have qualities, they only have tiers (normal, Zenith, Atma, Animus, Novus, etc.).

Actually you're wrong. Leves used to give triple xp on a HQ handin, but they gave less base xp. They actually give more now with double on HQ, maybe with the exception of triple turnins.

Nope, triple turn ins are awful now.For crating and turning in 9 hqs I got about 10% more xp then just turning in 1 item.
