My friends and I wanna move to a new server but the servers we wanna move to are closed and I am aware this updates on intervals. With that in mind is the "high congestion" based on population or created characters?
It's based on current logged in population. The other thing is the servers open and close automatically at all times of the day, not just the times on that list. That list ONLY updates at those times of day. So say the list said the server you want was open at 5 PM, the server could see a bunch of people log in at 5:05 PM and close it, but the list will still show open.
I think it is base on population, as created characters rarely would be removed, but those servers had re-opened after previously locks.
Also the three newest servers (Shinryu, Zodiark and Jenova), are currently restricted to only allowing new characters to be created on them - you can cannot transfer an existing character from another server to them (this is because they were added with the release of the PS4 version and SE wanted their economies to develop without interference from high level players bringing in large amounts of gil they had already saved up to dominate the market). Eventually this restriction will probably be relaxed, but for now, if you want to play on those servers, you'll have to create a new character I'm afraid.
