No, actually, it wasn't.
The only dps related buff to SMN was on Ifrit, and at least one of the moves (I forget what the other one is) is a move you'll rarely have him do because you want to keep your egi on obey unless it's titan-egi, because it's better dps (especially on Garuda-Egi) and keeps Ifrit-Egi from using his stun. Even with the buff to Ifrit, it's still better dps for the SMN to use Garuda-Egi, thus no actual change to SMN's current dps.
