Basically, yes. The game is cross platform and the same servers are used for all versions, and you can use the same character with different versions (my bf for instance has the PS3/4 and PC versions, and frequently switches between them).
The only problem is the related data such as gearsets and UI-layout. That data can only be transferred from a PS3 to PS4 or between different Windows-installations of the game, not between Playstation-platforms and PC. Would be nice if they allowed for this info to be stored on the servers but unfortunately not![]()
And the PS3 to PS4 transfer is strictly a one-way transfer (set up for players migrating to the newer system, not alternating between them). You cannot transfer gear sets, hotbars, macros, etc, from PS4 back to PS3. Besides that, Some features that don't transfer (like HUD layout) are nevertheless overwritten when you transfer other features. So if you've played on PS4 long enough to set your HUD layout and then do the PS3->PS4 data transfer for gear sets, hotbars, macros, etc, then you'll be back to all the system defaults for your HUD.
So while the main answer to the OP's question is yes, you can indeed play the same characters on multiple platforms (provided you purchase the game for multiple platforms and apply those purchases to the same account), it's quite awkward to do so. Every time you switch from one platform to another, you'll lose any changes that were made to your hotbars, gear sets, or macros while playing on the other platform. Plus it also randomizes the arrangement of items in your (and your retainers') inventory.
So, I guess this is a good time to reiterate an often-repeated request: SE, please move the storage of the gear set and hotbar data server-side, so that it can be available to whatever system somebody logs in from.
