You had to pay for at least 90 cumulative days between January 6, 2012 and the start of version 2.0 beta testing. If you're not Legacy yet, then... too late.
If your friend had registered his old 1.0 Collector's Edition, he's automatically entitled to download the ARR PC client for free (the 1.0 CE serial code counts as an ARR serial code), and thus it will automatically add the new ARR CE in-game bonus items (Helm of Light, Behemoth Barding, Baby Behemoth minion, Coruel mount, Fat Chocobo mount, Wind Up Moogle minion) to his account without having to pay for anything more.
Thus he didn't actually have to purchase the new ARR Collector's Edition unless he wanted the physical items that came with the Collector's Edition like the artbook, or if the version of ARR he bought is the PS3/PS4 version, but it's still a nice thing to have anyway.
As for asking if his account is 'Legacy' or not, this is a confusing term that can mean different things. Do you mean the 'Legacy Campaign'? In which case, this was a special feature SE ran in 2012 as a thank you for those who didn't leave the game when subscription fees for version 1.0 finally became payable. To qualify you needed to pay for at least 90 days cumulative subscription from January 2012 - despite what was stated on the Legacy Campaign website, the cutoff date for eligibility was actually the end of September 2012. Hence Legacy status is completely unattainable now.
To check in case your friend has Legacy status or not, there are several ways to determine this - on the Mogstation in your friend's account profile it will state under the version of the game he currently has registered it will state 'Legacy' if he indeed has this status, and also when he finally gets into the game, it will have the Legacy Campaign symbol on the character selection screen. If he didn't manage to attain Legacy status this symbol will not be there.

As a further note in general, though: if you somehow still find an unmolested 1.0 Collector's Edition out in the wild with truly unused codes, I believe those codes are no longer valid despite being unused. All copies of standard 1.0 were meant to be pulled off the shelves when service ended and the relaunch got underway.
So putting in codes from a 1.0 CE will not have any effect anymore, no, but finding one in the wild would be a bit of an event anyway.

Actually, that's not correct StarDrake - unused 1.0 codes definitely still work (or at least, they did when I gave my brother my unused 1.0 'Friend Code' that came with the 1.0 Collector's Edition, which basicallywas a second 1.0 serial code. After he created his account in the SE Account Management System, it accepted the 1.0 serial code, and after downloading the client he was able to create a character in ARR and start playing). And I've heard others who have tracked down unused 1.0 item voucher serial codes like the Onion Helm and they still work in ARR.
So yes, 1.0 codes definitely still work (and thus, as I mentioned before, if you have a copy of version 1.0, you can use it's code to play the PC version of ARR without having to buy the new version - if you want to play on the PS3/PS4 version though you have to buy that as this doesn't count towards the console releases).
