They really ought to do something. Increasing the drop rate might be okay, but I think I'd prefer something like a repeatable quest that gives atma or somehow makes it so the next FATE you do is guaranteed to drop one. If all they do is increase the drop rate the cynic in me will be thinking it went from .1% to .2%, and I'll probably continue to have awful luck with getting them.
