Couple questions about fishing

Been a while since I played last, had massive lag issues at launch that seem to have mysteriously gone away lol. Fishing was one of my favorite things to do in this beautiful game (never been a fan of the rush to max level) and so thats what I'm doing to get back into the controls n stuff. #1 - I started out filling in the fishing locations and fish types and I noticed the places I had completed all have an extra ? fish at the end now but I can find no info online as to what that is about. #2 - I went to do some fishing leves and after I took them I brought up the map to see the locations and there are none. If it's to increase the challenge then cool but I just wanted to check and see if maybe I forgot something or mebe I'm bugged or what not. When I bring them up in the journal I see no button to "activate" the leve. Thanks!

fishing leves work like crafting leves. you get the fish and just turn it in. it's not like botany/mining leves

A bunch of new fish (referred to as "big fish") were added that require extremely high stats to catch, to provide a challenge for fisherfolk determined to Catch 'em All (tm). These fish were added in two waves; in patch 2.2, big fish were added to all fishing spots level 1-15. In patch 2.3, big fish were added to all (or most?) fishing spots 20-45.

Before you will be able to catch a lot of these fish, it will be necessary to greatly meld all of a lot of Perception and Gathering materia onto your gear (especially Gathering) and to obtain the new high level fishing rods. For the first rod, you'll need to catch 20 HQ Silver Sovereigns (a hard-to-catch fish at the Oschon's Torch fishing spot). The rod you get from that, along with the melded gear, will give you the requirements needed to catch three NQ Olgoi-Khorkoi (a very hard-to-catch mooched fish at the Sagolii Dunes).
