Open World Content.

Hunts are not what people wanted, unless I'm totally reading every single complaint on them wrong.

Well, it sort of is. People wanted open world content, and well, this fits. People also wanted meaningful rewards from it, ie sands/oil in this case. They however didn't realize what would happen by asking for that. One of the fixes some have suggested is to make them like maps, ie force popped. That's not open world content. It just happens to be in the open world, the content itself is not open.
