Nope they are still effective. You only attempted 9 times which is meaningless.
Your problem is that you have a very small sample size. RNG is RNG, but the drop rate of FC3s from sandals is approximately 1 in 6. You'll get runs of nothing for ~20 in a row, and then you can get four in a row. That has happened to me on multiple occasions. FFXIV uses a true random number generator, meaning each RNG check is independent of all other RNG checks. It is possible to fail with a 90% chance 40 times in a row (which you may have experienced melding your Novus...). If you do fail a 90% chance 40 times in a row, the probability of the 41st attempt succeeding is still 90%.
What the 16% drop rate of FC3s from bridesmaid's sandals really means is that if you desynth 10,000 sandals, chances are good that you will wind up with ~1,600 FC3s, and that's still not a large sample size.
If you don't want to utilize RNG-based methods for acquiring FC3s, I recommend buying them from the MB. At least on my server, last I checked, they were selling at the MB for only a little more than they cost to obtain yourself via desynth. I did the math earlier in this thread for how much they cost to obtain yourself via desynth at various LTW dSkill levels.

dSkill 42-55: Electrum Needle (r47) [40% - 66%] (1-2x FC1)
i think it's not really up to date.
i can't desynth it at dskill 42 .
to reach at least 75% desynt electrum i need to reach 60dskill (desynth a huge mthyril stuff)
I'm sorry, but I don't understand what you mean. Are you saying that you have a 0% chance to desynth an Electrum Needle at GSM dSkill 42?

Got a lot of 2x BD-III from leatherwork and goldsmith lv.100 equipments. It was a great thing that you can raise another desynthesis job.
Since last time I've spent about 45000 wolf marks on ilvl90 equipment as GSM.
Last time 20000 wolf marks yielded 11 BC3s (from ilvl90).
This time 45000(ish) wolf marks yielded 6 only (again, ilvl90). 3 of which I got from Direwolf Monocle of Healing @ 1650 WM. I started with the 1250 WM accessories but got bad results. After I switched to the monocles I'd say it was about 10-12 of 'em which gave me the 3 BC3s.
I was hoping for a bit more consistent result. But what can you do? The power of that which is RNG yields to no one.
