When you are ready to switch to r260 stuff, you can also start on craftable whites bought from vendors or the MB that require level 61 to equip. Those are either r255 or r260, generally (some might be r265). Since they were given out as quest rewards, they might still be super cheap on the MB. There are vendors that sell them though, in either Kugane or the Reach. It depends on whether you want to spend money or poetics.

That's an interesting question. We'd have to compare r260 crafted gear (the level 61 crafted gear with a difficulty of 1400) with Shire gear to get a good comparison. Unfortunately, when you gain ~1 dSkill per desynth, and with exp being so volatile it's hard to compare! I'd say someone (probably me) should alternate between Shire and the r260 whites and see if there's a clear difference in exp gained.

Hmm. I desynthed an item so far below me, I only had a 20% chance to desynth it, and I got 0.74 exp from it. Just before that, I desynthed an item in the same class that had a 100% success rate and earned over 1.0 experience. Even accounting for the high variability of desynth exp, that implies that doing high risk desynths just aren't worth it. I think you're right that either blues give more exp than whites, or the exp "ramps up" and then down after a certain peak.
