And my best guess about being able to boost from 0% is that you can, but it goes into the negatives. In other words, if 90 skill meant exactly 0% chance, then you boost it from there, but if 86 skill was -6% chance (which would display as 0%), and you boosted it by 10%, you'd have a 4% chance of success. Those are all just example numbers. I forget what the actual numbers would be.

That's what I originally expected, but then I realized that it's not a constant 1.5% per point. When your desynth skill is within 10 points of the item's rlvl, it's 2% per point. If it's within 30, but not 10, then it's 1.5% per point. So, if it's 31 away, who knows? Maybe it's 100% per point, meaning something that's 31 above your skill will always be 0% even with all the buffs available (Careful Desynth +6 and 5 Materia melded, which is +40%, biggest possible bonus right now).

atm im 170.23 in CUL

Oh, hey, someone with high CUL desynth and access to 60* fish! When you get a chance, could you please post here what your exact CUL dSkill is, and the exact chance to desynth a 60* fish with that dSkill level? You don't have to actually do the desynth, just check the %. I want to verify if they are r180 or not.

If they are r180, with 170 CUL dSkill, your chance without buffs should be exactly 30% (170-180=-10; -10*2%=-20%; 50%+(-20%)=30%).

Well, if I stop putting it off and I get to 100 BSM skill and beyond, what do you think I should test this on? I imagine checking with some weapon that's ilvl 133 at 102 skill and then 103 skill? Rlvl equals ilvl with those weapons, right?

Not necessarily, if it's not dungeon loot. Here are the r133 crafted, BSM-desynthable weapons:
